Prabhat Tara hostel was inaugurated on 31st October 1987 by Mrs. Margaret Alva, the then Minister for Sports and Youth Affairs. The hostel is open to all women and young girls above the age of 18 years irrespective of marital status without any discrimination of caste, creed, race, language, place of birth etc. 25% seats are reserved for government employees.
The women here are enabled to be empowered through the Women’s Resource Centre (WRC). It aims at helping, encouraging and providing opportunities for the growth and development of young women. It provides facilities for the welfare and security of the residents. Through self-cooking, it promotes a responsible, healthy and homely atmosphere where they can build good personal relationships, and enjoy community living. Each resident is responsible for creating an atmosphere of understanding, collaboration and friendliness, which will make her stay at Prabhatara, a pleasant experience.

1. Admission
Women who are working in government and private organizations, and including those who are studying to advance their career, irrespective of religion, caste, class, region, language, age and marital status are eligible for admission. The application for admission into the hostel must be made as far as possible in person to the Hostel Warden on the prescribed form and must be accompanied by the following documents.
2. Copy of Employment letter / Work order / Joining letter ... / College fee receipt if student
3. Copy of Aadhar Card or any identity document mentioning name, date of birth and home address.
4. PAN copy of one who would be paying monthly fees
5. Recent Two passport size photographs
6. Copy of Delhi address proof of local guardian
7. Medical fitness certificate from any medical practitioner.
2. Selection of Candidates
Selection for admission to the Hostel shall be made by the Hostel Team of the Trust of the Institute of Social Service. A candidate may be called for an interview along with her parents /local guardian and all the required documents. After scrutiny she will be informed about the decision.
3. Accommodation
Accommodation will be given for a term of 11 months. This must be renewed in the 10th month by signing a renewal form along with a written review of stay in the previous year. The resident may apply for readmission up to a maxim period of 4 additional such terms of 11 months each. Readmission will be at the discretion of the Management. In any case, total stay shall not exceed five terms of 11 months each. In case the Management is not satisfied with the conduct and behavior of the resident, renewal will not be granted.
Residents are not allowed to change their rooms without a written request to the warden. However the warden has the right to request any resident to change her room if necessary.
A bed, a table, chair and a storage space is provided for each resident. The rooms have built- in cupboards, with independent locking arrangements for each resident for containing personal belongings. Lighting lamps and agarbhatis is strictly prohibited. Each resident is to take responsibility for her own belongings, cash and other valuables.
The resident will have to bring her own mattress and bed linen. No resident shall remove any furniture or other fittings from their allotted places. No personal furniture belonging to the resident is allowed in the hostel.
A resident has no legal title or claim to the room or the seats allotted to her. When a resident is called upon to change the room by the warden she is bound to do so, if not it will be treated as an act of insubordination on the part of the resident concerned.
4. Facilities:
(a) Residents may meet their visitors/ guests on the ground floor in the place allotted for this purpose.
(b) Self-cooking: Kitchens are provided with gas stoves, kitchen lockers, and refrigerators. Heavy cooking and providing meals for visitors is not permitted.
(c) A dining hall is available for common use.
(d) Recreational facilities like television, badminton court are provided.
(e) Other facilities like Wi-Fi, Coolers, and solar water heating system, mini library (study room) and meditation room is available.
Residents will be responsible for the proper upkeep of room furniture, kitchens, bathrooms and other fittings therein. Any damage to these, including the glass panes or electrical fittings, will have to be borne immediately by the residents who are responsible for causing such damage. Nailing on walls or sticking pictures is not allowed.
Except for lap-tops and mobiles, no other electrical gadgets are allowed.
Monthly fees/contribution must be paid in advance by the 10th of every month
Hostel Timings
Residents are expected to be in the hostel premises before 9p.m each day. They will not be allowed to go out after 9 p.m. Return to the hostel after the gates have been closed at 9p.m will be treated as a default. Train and Flight bookings ought to be done in view of the entry and exit timings.
Those who require (a) late pass (b) night out pass should obtain it from the warden. Five late passes and five night out passes shall be issued during the month. If anyone takes more than what has been permitted by the rule, she is liable for disciplinary action. A warning letter will be issued to her. Any resident wishing to spend the night(s) out away from the hostel must fill the night out register. Any resident who is absent without permission will not be allowed to continue her stay in the hostel.
5. Programme Participation
All the residents are expected to get actively involved in the programmes especially planned for them.
6. Lights
Lights must be switched off at 11p.m . Library(study room) is available to study after 11 p.m.
7. Visitors
Visitors are allowed between 4:30p.m to 8:30p.m daily and on Public holidays and Sundays between 9 a.m. to 8:30p.m. No guests or visitors will be allowed, except during the permitted visiting hours. No visitors will be permitted to go up to the hostel rooms.
No intoxicating liquor, smoking or drugs of any kind will be allowed in the Hostel premises. Gambling and Ragging is strictly prohibited
8. Absence from the Hostel during Holidays or on Leave
Hostelites who need to spend a night or some days out will enter in the ‘night out’ register; the address of stay and telephone number.
A resident going on long leave may retain her accommodation for a maximum period of 3 months.
9. Illness
In case of illness it shall be reported immediately to the Hostel Warden. If necessary, the resident will be sent to the hospital at the discretion of the Hostel warden after consulting the local guardian / parents.
All expenses concerning medical assistance (including transport charges, if any) incurred will be borne by the hostelite herself. In case of serious or contagious / prolonged illness, the guardian must take responsibility of looking after the resident concerned.
10. Management :
The hostel is managed by a Management Committee of the Institute of Social Service which is a registered society. It owns the hostel building and its premises and sees to the day to day running of the hostel.
The management is also responsible for the implementation of disciplinary measures.
The Management reserves the right to ask any resident infringing the rules or indulging in any activity which in its opinion is contrary to the interests of the hostel, to leave at a weeks notice. The decision of the Management will be final.
The Management reserves the right to add, delete or amend the Rules and Regulations of the hostel. A copy of the rules will be given to the resident at the time of her admission. Amendments / changes will be communicated to the residents.
11. Disciplinary Measures
Licence to stay in the hostel can be cancelled and the hostelite will be asked to leave the hostel immediately if she has indulged in any of the following:
1. Unseemly behavior, conduct, character.
2. to the designated authority and to the rules and regulations of the hostel.
When such a behavior is noticed by the warden, an apology letter is to be submitted to the warden the following morning by 10a o’clock. After three apology letters the warden issues a notice to vacate the hostel in one month’s time. If the matter is very grave she will be asked to vacate the hostel immediately. The management’s decision will be final.
12. Termination of stay
Residents intending to terminate their stay are required to give one month clear advance notice in writing or pay the full charges for the above said period in lieu of notice.
In case any resident does not vacate when required as per the rules, the Management will be within its rights to evict such a resident by breaking open the lock and removing her belongings in the presence of two witness.
Any resident who becomes unemployed will immediately inform the warden in writing within 7 days. Failure to report this would entail termination of the licence to stay. An unemployed resident will be allowed to continue in the Hostel for a maximum period of three months.
The residents are required to submit true and correct employed certificate every term as proof of their being bonafide working women and when there is a change of employer/ employment.
Residents Guests:
Temporary accommodation for resident’s guests may be provided. Previous intimation must be given to the hostel warden regarding arrival of the guest. Permission will be given only if accommodation is available. The guests are expected to conform to the rules of the Hostel.
